요약문

기후변화 협약에 관련하여 2010년까지의 온실효과 가스의 억제목표를 결정한 교토의정서가 채택되었다. 이 결과로 각국가가 2010년을 목표로 에너지분야의 구체적인 대책의 검토가 시작되고 있다. 지금까지 각 국의 수년간에 걸친 검토는 경제사회의 구조변혁을 목표로 하는 에너지산업의 규제완화가 중요과제였지 만 교토합의로 인해 논의의 방향성에 있어서 재차 규제의 색채가 농후해 질 것으로 예측된다.
