Abatract

The Republic of Korea is not clear in the disaster/risk terminology among the ministries. The April 16 ferry disaster and the MERS can be seen from the situations. The measures of the government were not adequate during accident. For the public point of view it was disappointed by sluggish disaster control tower. which can be limit the response of modern control system. To improve the disaster response capacity of the Republic of Korea by the actions of the right talent, right position, and right time in the way of the SSaM-GG(Shared, Smart and Mutual Green Growth). In addition the implementation of specific actions according to the unified terminology, the five principles of the 'Sky-blue Pentagon' might give more help for the strong well-being country of Korea eventually.
