선진국형 청정생산 프로그램, '에코프라핏'의 성공적 도입을 위한 고찰

에코프라핏은 1991년에 오스트리아 Graz시를 중심으로 개발된 선진국형 청정생산 네트워 크 프로그램이다. 지자체와 개인기업과의 파트너쉽을 기반으로 일회성이 아닌 지속적인 참 여를 유도하고, 실질적 이행을 통한 환경·경제적 성과에 초점을 맞추고 있다. 본 프로그램 을 최초로 도입한 오스트리아 그라츠시는 '1996년 EU의 최초 지속가능한 도시로 선정된 유럽의 지속가능성을 이끄는 선도 도시로 손꼽힌다. 본 페이퍼에서는 한국에서도 이와 같은 선진국형 청정생산 프로그램이 성공적으로 도입될 수 있는지 시범프로젝트를 통해 고찰하고 자 한다. 국내 인천에 위치한 P사에 적용한 결과 청정생산 기법 도입으로 에너지, 용수, 폐기물 분야에서 상당한 규모의 절감을 가져올 수 있었으며, 이는 동종업계 또는 비슷한 규 모의 제조업에게 좋은 성공사례로 작용될 것으로 보인다.

ECOPROFIT is advanced cleaner production network programme by city of Graz, Austria in 1991. Sustainable participation on on this program is created by co-operation between local authorities and private companies. Economic and ecological success through practical performance is the main principles of this project. The city of Graz in Austria, developing this project, was awarded "European Sustainable City Award" in 1996 and has had a reputation for a city of the sustainable development.

We had a pilot project in order to review that ECOPROFIT program can be introduced in Korea successfully. As a result of applying the P company, we are convinced that this program have a good effect in economic and environmental aspects in the field of energy, water and waste treatment.
